Alachua County’s response to Champions Park discussion at Newberry City Commission meeting

In response to the City of Newberry’s June 23, 2025, discussion on Champions Park, some clarification is necessary.
At the meeting, it was stated that the park was the second-largest driver of hotel stays in the county. That is inaccurate. From April 2024 to March 2025, Champions Park accounted for only 1.7% of the county’s total hotel revenue.
Also discussed at this meeting was the idea of requesting funding from the County for the upkeep of this municipal facility. To recount the park’s history: In 2009, the City of Newberry presented a clear proposal to the County: if the County would fund the construction of a large-scale baseball complex, then known as Nations Park, Newberry would take on full responsibility for its operation and maintenance. The City also assured the County that it would not seek additional funding for the facility in the future.
The County agreed, and, after signing an interlocal agreement, dedicated Tourist Development Tax funding for the City to build the $7 million facility. This was not a loan or cost-sharing arrangement. The County dedicated the full amount for the City to construct this park. The total funding provided by the County was just over $8 million, including interest and additional funding for capital improvements approved by the County. This extra funding was derived from savings realized through a 2015 debt restructuring. Additionally, the County has allocated an additional $346,929.69 in tournament support through the Gainesville Sports Commission’s bid pool.
After challenges arose with the original operator, the City engaged a new operator and renamed the facility Champions Park. In 2019, the City contracted with its third and current operator. It is our understanding that Newberry had commitments from each of its three contracted operators to fund the necessary maintenance and upgrades to the facility from park revenues.
In what appeared to be driven by staff concerns about the lack of upkeep at the park, a 2016 memo from then-Newberry Director of Recreation Brad Carmen, entitled “Champions Park of Newberry Operating Agreement Status Report,” outlined the financial resources needed to satisfy Newberry’s maintenance obligations.
From the memo: “Staff conservatively estimates that $115,000 should be set aside annually to fund infrastructure renewal and replacement.” It is unclear whether this suggestion was followed. It is clear that the park is in disrepair. The County appreciates that at the June 23 meeting, Newberry approved $2 million in Wild Spaces & Public Places infrastructure surtax funding to address long overdue and underfunded maintenance needs at Champions Park. This surtax was placed on the 2022 ballot by the County Commission and approved by the voters.
Finally, at the same meeting, it was projected that the park has had a $100 million economic impact on the county. The County reached out to Newberry staff and the current operator to obtain the data and timeframe behind that figure. To date, we haven’t been able to verify this information.
Given that the County’s motivation for its commitment to this project was to drive significant economic impact, we find these projections encouraging.

Government has this weird obsession with sports…almost like it’s part of the bread and circus distraction.
Don’t forget Citizens’ Field–THIS is the MOST wasteful COUNTY!!!!!! NO wonder we can’t pay teachers or fix roads!!!!!!!!
Elizabeth, Citizens Field belongs to the city, NOT the county. The School Board leases the football stadium for $1/yr and is responsible for all maintenance and upkeep. County is not involved, period.
There should be a twelve step program for county and city leaders. They can’t stop wasting millions and millions on parks and the big party stuff such as random outdoor alcohol at Celebration Point. Look at the noisy mess at the Streatery. Just like any other addict, their actions leave those around them suffering. Schools without A/C in the warm months. Heat in the cold months. School buildings in great need of repair. Especially wiring. Roads are dangerous. Large holes beside the blacktop on Tower Road. Bicycle lanes that challenge drivers who might have to face the horror of hitting a biker because of strange bike lanes. Both the Council and the Commission are lost and push on with more taxes and redundant projects. These people are to be pitied.

Does anyone have any actual information or informed opinion about this situation?
The author of the letter has all the county resources and data at his disposal. Why didn’t he provide actual information like a list of the largest drivers of hotel stays to set the record straight?
Gator football games are almost undoubtedly the major driver for hotel stays in the county, but to claim the baseball field is the #2 seems outlandish, especially considering the county figures only 1.7% of hotel guests are there for that purpose.
I don’t have a dog in this fight but it seems (from this letter at least) the city told the county they’d be able to handle the operations if they built the park for them, and now they want more money from all Alachua county taxpayers while claiming the revenue generated from hotel guests using the park should merit altering the original agreement.
Tony: I’ll tll you why ‘Alan’ will not provide real hotel stay numbers. At the direction of the county manager, who should register as a lobbyist for Celebration Pointe, IMO, he will not provide the numbers.
Celebration Pointe promised the county huge and unrealistic numbers for the hotel stays by their track meets at the sports center. The real numbers have been running about One Fifth of their promised numbers, low enough to cancel their contract for nonperformance. But the slavish devotion to Celebration Pointe and the World Masters by the county manager clouds all rational thought by county employees, at the direction of the CM. She is bad news destroying this county, IMO.
Since Newberry is growing and tax revenues will grow, maybe the city can sell a bond issue as a temp. funding source, until their population and tax revenues are able to maintain the park? Since they can’t rely on the renters to do that.

All three local political ruling groups ( GNV, BOCC and SBAC are incompetent, but don’t mix them up. Celebration Point and Streetery are city. School buildings are School Board, and screwed up bike and pedestrian routes and regulations are the specialty of Harvey Ward and associates.
Celebration Pointe and the sports center are county.
Newberry builds their own hotels and we can stop giving Gainesville and Alachua county our revenue streams from our events. Problems solved!
Gus: The county collects 5% hotel bed tax and short term rental in the entire county. Including Newberry. The only way for Newberry to not pay the tax is for Newberry to secede into the conservative utopia of Springs County, select Lil Timmy as county manager, and everyone spend all their time worshiping the moldy corpse and ideals of Brother John Birch.

This county has more Politics than Washington. The Community needs to collectivate and ask why there is always money for sports but, never money for police and teachers to keep these miner children in safety instead of cutting loose rounds at each other downtown.
The real money is hidden inside UF and the mayor. Maybe they should attempt to elevate the community instead of only Themselves!

It’s easy to talk economic development but they’re not easy to produce. Youth sports today are monetized to a disgusting degree by profiteers. Parents and children suffer.
