UPDATED WITH COMPLAINTS: City of Alachua employees file complaints against Mayor

ALACHUA, Fla. – Five employees of the City of Alachua have submitted written statements alleging that Mayor Walter Welch walked up to them at a park and “aggressively” asked them “what the f***” they were doing before asking the name of their supervisor, telling them he was their new Mayor, and walking away.
The complaints all refer to a June 3 incident at about 1:30 p.m. at Criswell Park (15490 NW 133rd Terrace). The first statement said an older black man walked up “aggressively” and asked, “what the f*** we were doing.” He said one of the men tried to answer, but the man cut him off and said, “Why you standing around?” followed immediately by “Who is your manager?” One of the workers gave him the name of their supervisor, and the man reportedly turned to walk away and said, “I am your new Mayor!”
A second statement says that the men were at the park, talking about “what we do with the two new guys,” when a man drove up in a pickup truck, walked into the park, came back out of the park, and “ask[ed] us what the f*** we were doing.” The employee said he tried to explain that they mowed in that area, but “he did not want to listen.” He wrote that the man asked who their supervisor was, and when he gave the man the supervisor’s name, the man said, “I am the new Mayor” and walked away.
A third statement said the employees were about to mow when a dark-colored Dodge pulled up and the driver walked to the park, then walked over to the employees and asked, “What the f*** are y’all doing?” The employee wrote that he started to explain that they were mowing the area, but the man cut him off; after another employee provided the supervisor’s name, the man said he was the Mayor and then turned around and walked away.
A fourth statement said one of the employees was explaining where to mow when the Mayor pulled up, walked into the park, came back out of the park, and asked “what the f*** was we doing.” He said two employees tried to explain, but the Mayor “shut them down,” asked for the supervisor’s name, and said, “I’m the new Mayor” and walked away.
A fifth statement was similar, saying the man arrived in a black Dodge and asked, “What the f*** are y’all doing?” before asking for the supervisor’s name and leaving. This employee stated that one of them immediately called their supervisor.
A sixth signed statement from the supervisor summarized the workers’ stories.
We did not receive a response to requests for comment sent to the City of Alachua and Mayor Welch before publication; comments will be added if we receive them later.

Mayor has no power to supervise City employees
Under the City’s Charter, the Mayor has no power to supervise City employees: “The Mayor shall preside at meetings of the City Commission, shall be recognized as head of city government for all ceremonial purposes; by the governor for purposes of military law; for service of process; execution of contracts; deeds and other documents; and, as the official designated to represent the city in all agreements with other governmental entities or certifications to other governmental entities, but shall have no
administrative duties except as required to carry out the responsibilities herein” (emphasis added).
The Mayor and City Commissioners are also prohibited from directing employees, except through the City Manager: “Except for the purpose of inquiries and investigations, the City Commission or its members shall deal with city officers and employees who are subject to the direction and supervision of the City Manager solely through the City Manager, and neither the City Commission nor its members shall give orders to any such officer or employee, either publicly or privately” (emphasis added).
Under Florida statutes, a petition to recall a Mayor can be filed after he has served one-fourth of his term (nine months for the Alachua Mayor; Welch’s term began in April 2025 and ends in April 2028); the grounds for removal are limited to the following:
- Malfeasance;
- Misfeasance;
- Neglect of duty;
- Drunkenness;
- Incompetence;
- Permanent inability to perform official duties; and
- Conviction of a felony involving moral turpitude

Pretty sure that Stank is just pointing out the similarities between the management style of these two men. You know – toxic, demeaning, demanding respect instead of earning it. Clovis was a blight on our county.

You must not have read the article. The Mayor can’t do that according to the Charter. It’s a violation.

You forgot to quote the one most relevant part of the city charter. Accident or on purpose?
Section 3.06 (b): “Nothing in the foregoing is to be construed to prohibit individual members of the City Commission from closely scrutinizing by questions and personal observations, all aspects of city government operations so as to obtain independent information to assist the members in the formulation of sound policies to be considered by the City Commission.”
Any of the five commissioners can follow a city employee around for an entire day to see what they do. And if they do nothing, remove that FTE from next year’s budget. They cannot give directions, but they can ask questions. Shame on you AC for such a slanted article. The Good Ole Boyz are doing a hit piece on the Mayor.
In case you had not noticed, ““what the f*** was we doing.”” is a QUESTION allowed by section 3.06 (b).
Continuing from where you left off: “It is the
express intent of the Charter, however, that recommendations for improvement in city
government operations by individual city Commissioners be made to and through the
City Manager, so that the City Manager may coordinate efforts of all city departments
to achieve the greatest possible savings through the most efficient and sound means
available.”
No recommendation were made, just a question. Is there a rule against a commissioner asking a question, Jennifer?

This is an incredibly disingenuous take. Asking questions and scrutinizing operations do not include harassing employees. Clearly 6 employees found this behavior to be way out of bounds.
I see a leader who is most likely drunk. A mean drunk at that. Public humiliation in a public place is not leadership. It is cruelty. No questions asked. Not asking what the conversation on company time is. Just bullying.
Mayor Welch is completely incompetent. He doesn’t know how to read which slows down the meeting because every proclamation has to be read by the city attorney or she has to help him read. He is always making excuses, he doesn’t respond to emails and now these employee complaints. We definitely need to recall him for incompetence.
Gibbie liked to pop open a brewski and patrol Peggy Road, berating truckers unfamiliar with the area for following their GPS toward WacoLand. Problem was GPS didn’t know about the low clearance under I-75. At least Welch takes his beef up with city employees and not out of towners…

We should expect better from all public officials and city employees. He didn’t direct the employees, so they can’t tie that to this. Just extremely unprofessional, but hey, it’s not like it’s worse than what Gib did and he got to keep his job….

So the complaint is that he used a swear word?? A mayor or any citizen can ask a city staff what they are doing.
It appears this guy loves power and has a false belief of self importance. Not a good 1st impression. How long do you think he will last?

Is there an issue with the cursing or “aggressive” behavior? Well, speaking of aggressive or rude behavior, look no further than Commissioner Williams who went all in on another commissioner at a recent meeting, and the city attorney back in March – but we aren’t going to write an article about that..

Getting heated with other elected officials or the only employee who is directed by the commission (the city manager) is completely different from harassing city employees while they are working. In Alachua’s model, any questions about their work are properly directed toward the city manager.
Probably not a racist thing, just over zealous trying to improve the city. Did not hit anyone (black truck driver) and use racial slurs while doing it as a previous Mayor did, so probably an improvement for the city.
This is relevant because it addresses the question “what is the acceptable “aggressive” level of behavior by any Mayor.
For those who forgot, look up criminal felony case 2014CF2246A from June 17, 2014. Burglary with assault or battery. An out of town truck driver followed his GPS and got stuck at the low bridge on 2054.

“The defendant pulled up on the scene, got out of his vehicle and, according to Witness B, had a very angry look on his face when he told the victim to “get your ass out of the road.” The defendant retrieved a camera from his vehicle, took pictures of the semi-truck, and then stepped up on the running boards of the semi-truck and stuck the camera in the victim’s face and took a picture. The defendant was yelling at victim telling him he was going to make sure he was fired.
Witness A had identified the defendant as the Mayor of Alachua and asked the defendant why he was acting that way. The victim asked the defendant if he was in fact the mayor, at which time the defendant stepped back up on the running boards, stuck his arm through the open driver’s side window and shoved the victim in the shoulder stating yes he was the mayor and he would kick his “black ass.” The victim advised he could smell alcohol on the defendant.”
The DA let him off, the city Commission did not kick him out of office, and Mayor Gilbert A. Coerper was not recalled because the voters of Alachua deemed this to be an acceptable “aggressive” level of behavior by the Mayor. He served nine more years as Mayor.
Interesting side note. The arrest report lists the defendant as having Alachua County Sheriffs Office Master Name Index Number of “ASO99MN326844”.
This is an internal number ACSO gives to frequent criminals to keep track of them. What did he do in 1999 to get on this list? I’m curious.
The mayor is another example of Clovis politics in a very corrupt town. Shame on him. And we need to look at his background . Arrests????
Sure looks like a hit piece. A non-event is reported with detail like it was Watergate and ends with procedures for removal from office without any suggestion that any of the parties to this mentioned pursuing that.

I usually don’t agree with anything you say. But, here I might, as there is a discrepancy in the complaints. If you read carefully, you will see that one of the guys said they had just gotten done mowing an area, and the rest say they were just fixing to mow. I think they were standing around goofing off and they got caught!
But then again:

Regarding the grounds for removal, I can state that his incompetence is obvious and use it as one of the reasons to remove him. I attended one of their meetings a few months ago, and that Mayor cannot even read properly for someone his age. I initially thought it was a disability, but with this news, I see he talks perfectly—arrogantly and without awareness of his limitations. So, I would say to him the same phrase he used to address those workers: what the f…. are you doing, “Mayor” Welch?
“Hey there, I’m the new Mayor of Alachua and I was just wondering what you guys are here at the park doing today?” OHHH, mowing? I see thank you.” He could have then gone to the city manager to understand why there were “standing around”. How does he know they weren’t on break or had just finished and were receiving instructions? He doesn’t. So according to his job description he can ask questions, not berate/verbally abuse employees, and should take it up with the city manager. So next meeting will citizens of Alachua ask him “What the F…he is doing” when they have to read every motion to him because of the reading issue?
Did anyone think the Gainesvillian intrusion into the City of Alachua would result in something better? Keep it up. You’ll keep finding out.

Suggestion, you face planted yourself again.
It is not too early to consider this idea. Alachua has a city election in 9 months.
Put a charter amendment on the ballot. The commission can do it with a 3-2 vote.
For fifty years or so the city was run like the county commission. Whether by single member districts or at large, there are five equal commissioners. Once a year they vote among themselves and elect a chair/mayor and vice chair. If a person does not want to, or has too many family obligations to attend ribbon cuttings as mayor, they can decline. Usually the chair is a person in their last year of office, as they have the most experience and want the added exposure to help their reelection campaign.
We all know that Alachua changed to an elected mayor about 15 years ago to give a lifetime job to Gibby, not to improve the city government. Well, Gibby be gone.
Simple: Put a charter amendment on the April 2026 ballot reverting the charter language to the old way. The few extra minutes of work should not overwork the overworked city attorney.
When passed, starting in 2028 the city would revert to a rotating chair with five equal commissioners and no elected mayor. Get on it.
Alachua County BCC have installed in facing vehicle cameras on all vehicles for 1.3 million to start with AI technology for discipline purposes.
Employees issue is Privacy Invasion
Especially with inward-facing cameras, drivers may feel constantly watched.
Raises concerns if cameras record during breaks.
It’s micromanagement or a lack of trust towards the employees.

Why do members of the black community jump right to making this a race issue. If he made a mistake, he made a mistake. Own it and move on. Malcolm Dixon an employee for Representative Yvonne Hinson jumped straight into race baiting and making defamatory comments about the previous Mayor on his Facebook. I hope he’s not making these comments in his official capacity.
You have five individuals who make blue collar money all observe an action taken by Mayor Welch and folks still want to defend it. Adam Joy a local Pastor and police officer defended Mayor Welch under Mr. Dixon’s comments. Well Officer Joy, your colleagues in law enforcement would beg to differ on Mr. Welch’s demeanor. He has a very long history of criminal violence. So while you might see the Pastor in him, others see what he has shown them. His past history is public record.
I’m not here to condemn Mayor Welch, I surely will not defend him either in this case.

I recently attended the Strategic Planning Meeting the City of Alachua held at Santa Fe College. Commissioner Jacob Fletcher brought up this idea of North side of Alachua getting left behind. Once again race baiting. Keep it up. The north side of Alachua has two neighborhood parks, but the east and west side don’t have any. The north side has a 1-million-dollar community center being built, the east and west side don’t have anything being built. Never thought we would divide the City of Alachua one of the smallest Cities in Florida into North, South, East and West but hey, that’s what race baiting and liberals do. They section you off and tell you what the government isn’t doing for you. More money is spent on the north side of 441 then the East and West combined. Fletcher said in the public he was getting his information from Lisa Jenkins regarding the north side of Alachua being left behind. It’s another smoke and mirrors and tactic used by the left. Lisa is a Another paid operative of the democrats. She was paid $12,000 by the campaign of Pamela Koons in last year’s Sheriff’s race. That’s public record as well.
Want to discuss your statement? Isn’t the Legacy complex on the southside of 441? Where do you think Skinner Field/Park and tennis courts are located? What about Welch Park? Have you looked lately at the walk-path between North Main and 241 that kids use to walk to Mebane? When’s the last time the City trimmed it up?
You just outed yourself as staff, commission member, or Gibb. I heard there were only a few members of the public at that Strategy Meeting and they would not think that of Fletcher, give me a break. Commissioner Williams said the same thing as this comment, is that you Fact? This is why all meetings need to be recorded. Fletcher was advocating for access to the nicer parks (air conditioning, restrooms) for people who live further away but there are no sidewalks on Peggy Road so how are kids going to get there? It got hostile fast and the moderator cooled it down or else we would go on another tantrum lead by Williams herself. Fletcher is not dividing the city, he is advocating for those who have more challenges to resources and funding. Don’t get it twisted.

And she’s the biggest advocate for the children, young adults and elderly in our community. She’s one the one making sure they get tutoring, mentoring, back to school essentials, correction when needed. And so much more.
She is a pillar in the community for ALL.
Bringing Lisia, Fletcher and race into your comment sounds like your issue is with them personally and nothing to do with Mr Welches alleged behavior.

The worst part of this whole episode is the fact that we have a bunch of barely literate people that are most likely products of Alachua County Public Schools here. In this day and age, it is beyond belief that this is what our school system produces!!

The supervisor is trying to give Welch a black eye. Would he have reported Gib for the same behavior? Nope. He is a disgruntled employee who has spoken out on social media and in commission meetings in support of the establishment and against anyone rightfully criticizing city leadership. He saw an opportunity to paint Welch in a bad light and took it.
So you’re saying it happened and you think this type of bullying should just be tolerated by city workers? Good to know.

The names and full “complaints” are public record, anyone can request it from city hall.
None of the five said their statements were any kind of “complaint” at all. They are just five statements of a single moment in time they all claim happened. Period.
For the record, numerous friends have told me that this hit peace smear campaign has reduced their opinion of the ethical journalistic standards of reporter Jennifer down to zero. Just as she was building a respectable newspaper to be trusted for news, she destroyed her journalistic credibility by publishing this one trash hit piece. Sad. Really really sad.
Definitely not a professional compliant. I’m sure there must be a better form than this. Where is the ethics committee/board?
