Gainesville man arrested for exposing himself across from playground full of children

Staff report

GAINESVILLE, Fla. – Edward Cosby Ricks III, 28, was arrested yesterday afternoon for allegedly exposing himself across the street from a school playground full of children at Rawlings Elementary School.

The victim told the responding Gainesville Police Department officer that she was driving out of the parking lot of Rawlings Elementary School (3500 NE 15th Street) at about 2:52 p.m. on February 21 when she saw a man standing directly across the street, leaning against a light pole. She said his genitals were exposed and he was “making a jerking motion.” She said she could clearly see his genitals from across the street.

The victim said she followed him as he walked to the intersection of NE 15th Street and NE 39th Avenue, where she pointed him out to the officer.

The officer reported that at the time of the incident, there were a large number of children on the playground at the school, very close to the roadway and easily able to see Ricks.

Post Miranda, Ricks reportedly declined to speak to the officer.

Ricks has been charged with indecent exposure. According to court documents, he has been designated a Violent Felony Offender of Special Concern; he has seven felony convictions (three violent) and three misdemeanor convictions (none violent) and has served two state prison sentences, with his most recent release in 2022. Judge William Davis set bail at $25,000.

Articles about arrests are based on reports from law enforcement agencies. The charges listed are taken from the arrest report and/or court records and are only accusations. All suspects are innocent until proven guilty in a court of law.

  • There is nothing you could say or do, to convince me to release, understand, any type of compromise with a SO of any kind, especially towards children! wtf 25000? He needs to be held w NO BAIL bc he’s violent and I’m worried about the children! It will escalate.

    • As the Back-Ward azz Mayor of Gainesville we must learn to forgive and let people like him live among us. What is important to us liberal Gainesvillians is not the children (which is evident by our local school system) but that we accept everybody in our community.

  • Here you go guys, here is another one who needs your help. He needs a place to stay as well and needs to just get back on his feet. Surely someone will step up and lend this man a room in their home.

  • How a sorry ass judge let’s a violent offenders of special concern out on a low Bail is beyond common sense. I wonder what Judge Davis will think if this fine ambassador goes back to Rawlings and grabs up one of the kids. Its not like there is a concern of violent tendencies from a designated violent offender.

  • He has seven felony convictions (three violent) and three misdemeanor convictions (none violent) and has served two state prison sentences. Now caught jerking off in public around kids?!? 25k?!?! Unbelievable. This “judge” needs to go!

  • Once again a criminal released to prey on the population, in this case, on children. It makes no sense to release criminals the system knows are going to re-offend. Bring back prison farms where they have to actually work, growing food, raising animals, taking care of the infrastructure. If they had to work, they wouldn’t be so blasé about going back to prison. Not to mention feeding themselves and selling the extra would take some of the burden off the tax payers.

Fla. needs a DOGE reviewing our courthouses.
