Homeless sexual offender arrested for indecent exposure and blocking sidewalk with mattress and belongings
Staff report
GAINESVILLE, Fla. – Luis Alberto Rodriguez, 60, was arrested yesterday for allegedly urinating on a public sidewalk and blocking the sidewalk with a mattress and his belongings.
At about 3:16 p.m. on April 30, a Gainesville Police Department officer responded to a sidewalk in the 4200 block of SW 20th Avenue, where the victim said he was walking on the sidewalk when he approached a man who was camping on the sidewalk. The victim said the man was facing away from him, along a fenceline, and blocking the sidewalk. The victim reported that he said, “Excuse me,” and the man turned around, exposing his organ while urinating. The victim said the man looked directly at him, smiled, and shook his organ at him in an indecent manner.
The officer reported that he smelled urine when he arrived, and he could still see a wet spot on the ground. Rodriguez reportedly stated spontaneously that he had “peed” in public at some point during the day.
Post Miranda, Rodriguez reportedly did not want to answer questions.
The officer reported that there were two carts full of Rodriguez’s belongings and a bed mattress blocking the sidewalk.
Rodriguez, who is described as homeless in the arrest report, has been charged with indecent exposure and violating a City ordinance that prohibits obstructing a sidewalk. He is a registered sexual offender who served 20 months in prison for attempted lewd or lascivious molestation of a victim under 12 in a 2012 case and then served another 33 months in the same case for violating his sexual offender probation and was released in 2019. His registered address is in Southern Pines (4100 block of SW 17th Place), just a few blocks from the sidewalk where the incident occurred. Judge Meshon Rawls set bail at $3,000.
Articles about arrests are based on reports from law enforcement agencies. The charges listed are taken from the arrest report and/or court records and are only accusations. All suspects are innocent until proven guilty in a court of law

Maybe he’ll be at the ribbon-cutting ceremony to mark the completion of renovations to City Hall Plaza and “wave” at the mayor. 😁
Pedophile lucky it still breathing. I should have buried my blade in it’s neck then call 911.
Another Southern Pines resident. Anyone else notice a trend here?
Wonder if Ward is going to open up one of his bedrooms until he can get on his feet? Maybe one of the other commissioners? Maybe one of their constituents?
Yeah, Southern Pines has 36 comments out of 79 apartments full of pedophiles. Is just a pedo/crack community in here. Trust me I been here 20 years.
I thought taxpayers just bailed out GRACE again recently?
No charges for possession of two stolen shopping carts? They were probably the most expensive items in. his collection.
Technically the shopping carts were put there by someone else with their stuff it them, not the pedo’s stuff. I was the one he shook his d*** at. He lucky he still breathing.
Idk why he listed his address as Southern Pines. He doesn’t live in here!! It was my hubby (Crow)he shook his dick at. This Homeless Pedophile has been living on the sidewalk leading to Daily Mart for months. He’s DISGUSTING!!
Not only is he a Pedophile and peeing on the sidewalk but he’s been Crapping on the sidewalk and Canapy Apts fence!! How Nasty 🤔 🤮
Kind of hard to list your address as the sidewalk. 🙄
I’m glad the pedo did that. Nasty freak been peeing and pooping on sidewalk, using hand to wipe then smearing it on the fence. I done reported the pedo three times to no avail. Doing what he did gave me the opportunity to get charges pressed get the pedo removed and put every single thing it had on sidewalk in the dumpster and finally get the sidewalk cleaned back up. Canopy gonna have deal with poop however.
If you live in the city of Gainesville, this might be a interest to you with trash like this. Hold the CITY accountable.
starting January 1, 2025, Florida residents and business owners can sue cities and counties if they fail to enforce a state ban on public sleeping or camping. The law, HB 1365, prohibits local governments from allowing people to sleep on public property like sidewalks, parks, or streets.
