Man arrested for voyeurism and stalking at Windsor Park after GPD circulated photo

GAINESVILLE, Fla. – Zachery Andrew Kipple, 24, was arrested last night and charged with voyeurism, indecent exposure, and stalking after citizens identified him from photos circulated by Gainesville Police Department.

A Gainesville Police Department (GPD) detective reported that at about 9:28 a.m. on April 9, the victim was at the gym at Windsor Park Apartments (3705 SW 27th Street) when she saw a man partially concealed behind a pillar. She said his pants were pulled down and his genitals were exposed. The man was reportedly using one hand to masturbate while holding his phone with the other hand; he was looking at his phone while also watching the victim.

The victim stopped working out and called a friend, and when she looked back at the man, he was gone. She described him as a tall white male between 23 and 30 years old, with a slim build and dark hair, and wearing a black hoodie and shorts.

A different victim reported seeing a man outside her bedroom window at around 1:30 a.m. on April 7 and provided a similar description. That victim installed a camera outside the back of her apartment on April 15, and the detective reported that the same man was caught on that camera, looking into the victim’s bedroom, twice on April 21, on April 25, on April 26, and seven times on May 1. In one of the videos from May 1, the man was wearing a black mask to cover the bottom half of his face; in the last video, the man reportedly stepped onto the victim’s private back patio. The victim said she felt unsafe in her home due to the man’s behavior.

After GPD released a surveillance photo to the public, a witness called and said he had just spoken with Kipple, who admitted he was the person in the photo and felt suicidal. The detective also reported that numerous calls were received that identified the suspect as Kipple.

Detectives conducted a well-being check at Kipple’s residence, and Kipple reportedly invited them into his home, where he said he understood his Miranda rights and was interviewed.

When Kipple was shown photos from the second victim’s surveillance camera, he reportedly admitted looking into her bedroom window through a small crack in the window blinds. He reportedly admitted to masturbating numerous times outside her bedroom window and said she saw him once. He also reportedly admitted to masturbating outside three other apartments and in the gym. He recalled that the first victim had seen him in the gym, causing him to flee.

Kipple reportedly said he was struggling after a failed relationship and was masturbating to “try to feel something.” He said his behavior has become increasingly riskier over the past year and specifically in the past few weeks, when he started masturbating in public and looking into windows. He denied ever trying to break into a residence.

A GPD spokesman told Alachua Chronicle that Kipple was an afterschool teacher at Oak Hall.

Kipple has been charged with two counts of indecent exposure, two counts of a first offense of voyeurism, and stalking, all misdemeanors. He has no local criminal history, and Judge Kristine Van Vorst set bail at $500,000.
