Man with pre-trial diversion agreement charged with attempting to bribe a police officer after allegedly saying his name was Daffy Duck

GAINESVILLE, Fla. – Andrew Stephenson Wise Sr., 41, was arrested Friday night and charged with giving a false name to a police officer, attempting to bribe a police officer, and attempting to influence a public servant with threats.
At about 8:26 p.m. on April 3, a Gainesville Police Department officer responded to Raising Cane’s (1680 W. University Avenue) after a report that a white male was causing a disturbance.
The officer made contact with Wise at the intersection of West University Avenue and West 17th Street. When the officer asked his name, Wise reportedly said it was Daffy Duck.
The officer noted that Wise was holding a vape, and when he asked Wise what was in the vape, Wise reportedly said he was smoking hemp and later said it was THC.
The officer detained Wise and asked him again for his name or identification card; Wise reportedly said his name was Andres Julius Caeser and refused to provide his identification card. The officer placed him under arrest.
A search incident to arrest reportedly produced a second THC vape in his pocket, and his Florida driver’s license was found in his wallet. The officer noted that criminal charges related to the THC vapes are pending testing by the Florida Department of Law Enforcement.
On the way to the jail, Wise allegedly threatened several times to kill the officer. He allegedly told the officer that if he didn’t drop him off at Publix or Checkers in the Westgate area, he would get “black hit women” to kill the officer. Wise also allegedly said he would get another woman to cut the officer’s throat. After Wise arrived at the jail, he again allegedly threatened to kill the officer.
While he was in the patrol car at the jail, Wise allegedly offered the officer $60,000 to release him instead of taking him to the jail, and when the officer declined, Wise allegedly offered “around $100,000.”
Wise has been charged with attempting to bribe a police officer, attempting to corrupt a public servant with threats, and giving false identification information to a law enforcement officer. He has one misdemeanor conviction, and he entered into a pre-trial diversion agreement in January following an arrest in October 2025 for pulling a fire alarm at the University Holiday Inn when there was no fire; the terms of the agreement require him to refrain from violating any laws for six months. Judge William Davis set bail at $40,000.
Wise posted bail and was released on April 4, but he was arrested again on April 6; we will update this article when more information is available.
