New City Manager announces staffing changes

GAINESVILLE, Fla. – New Gainesville City Manager Andrew Persons has announced staffing changes in the City Manager’s office.

Brian Singleton has been named as Interim Chief Operating Officer, filling Persons’ previous position. Singleton was previously the Special Advisor for Infrastructure and Capital Projects and has also served as Public Works Director and City Engineer. He will provide oversight to the following departments: Gainesville Community Reinvestment Area; Housing & Community Development; Parks, Recreation and Cultural Affairs; Public Works; Sustainable Development; Transportation; Wild Spaces Public Places; and the Streets, Stations and Strong Foundations program

Gail Mowry has been named Public Works Director. She was previously the Interim Public Works Director; she joined the City in 2019 as a Stormwater Engineer and has also served as City Engineer.

Allison Teslia has been named as the Director for the Office of Management & Budget. She has 15 years of experience in municipal finance and most recently served as the Management & Budget Director at the Lake County Board of County Commissioners. Her first day is November 10, 2025.

Persons also announced that the Office of Communications & Marketing will report to Executive Chief
of Staff Cintya Ramos and the Technology Department, led by Mr. Ed Nagy, will report directly to Persons.
