Gainesville man charged with 40 counts of violating pre-trial release conditions after allegedly calling victim 429 times from the jail

GAINESVILLE, Fla. – Joel Angel Foster, 27, who has been in the Alachua County Jail since August 11, has been charged with 40 counts of violating pre-trial release conditions for allegedly calling a victim 429 times from the jail.
Foster was already on pre-trial release for false imprisonment when he was arrested for allegedly shooting a gun into the air at Tiger Bay Apartments; at his First Appearance, the judge instructed him to have no contact with the victims in that case.
Between August 11 and October 17, Foster allegedly called one of the victims 429 times. He allegedly discussed the facts of the case with her and called her at different phone numbers; he also allegedly scheduled video visits with her, using other names for the victim to evade the no-contact order.
The Alachua County Commission instructed the Sheriff to provide unlimited free phone calls to jail inmates last December; the costs of phone calls under the County’s contract with Securus are paid for by taxpayers.
Foster has been charged with 40 counts of violating his pre-trial release conditions. Judge Susan Miller-Jones added $80,000 to his bail and ordered him to have no access to a phone or computer except to speak to his attorney.

It should be 1 free phone call per day for 3min like how they do the citizens at citizens comments in local government …

Who would have thought that giving inmate an inch would result in them taking advantage and stealing a mile. This is why this dumb commissioners need to stay in their designated lanes and leave law enforcement to the professionals.
County Commissioners should be charged with being “Stupid in Public Office”. Problem is they focus on making criminals happy and no help for victims.

There should be a list of County Commissioner phone numbers next to every phone (work, home, and cell) so that prisoners can call them nonstop all day long.

I’m no lawyer but one would think that he would have more charges added like tampering, intimidating a witness/victim, obstruction… something other than a couple dozen preteial violations. Any public defender could get them to drop 39 and keep 1.
Hit him, and the victim who keeps taking the calls on multiple numbers, with new law violations or more charges. Something!

Foster: “Insanity, your Honor!”
Judge: “Insanity?”
Foster: “Yes, I’m just crazy about that girl!”
